PDEA Senior Undersecretary Dionesio Santiago has already announced the mandatory implementation of a law that will regulate the selling of rugby. Under the new law, Rugby and other TBCC products will no longer be available over the counter unless it contains at least 5% mustard oil, an ingredient with a very foul smell. Anybody who will be caught selling or buying it without authority from proper authorities will be apprehended in accordance with the law. The new regulation basically provides for the re-classification of toluene-based contact cement as dangerous drugs. Meanwhile, They will require to present a valid ID and a barangay clearance indicating the quantity to be purchased and purpose for which it will be used for those who will buy TBCC and Rugby also known as contact cement.
